And so as a 21st century man, the governor, Rick Perry, did the only reasonable thing recently and had a resolution passed through the legislature asking for all of his fellow Texans — Mooslims and everybody — to pray for rain […]

Now, as the Republican field of likely and announced candidates fails to excite anybody, and as former Speaker of the House Newt Gingrich lurches to his knees like a tranquilized elephant, and his staff quits en masse and heads to New York City where this week Governor Perry was the featured speaker at a gathering of the city’s roomful of Republicans, speculation is high that Perry is the candidate who will force a complete recalibration of the Republican field and Republican chances next fall — that he is the change we’ve been waiting for, just the man to retake the White House for Texas. (This despite the fact that he is barely more popular than the president in his own state.)

Especially now that Perry has increasingly become the subject of Republican powerbroker fantasies, take a good look at his rain resolution.

Rethugs love small businesses? The beer hypocrisy!

Tucked into Wisconsin Gov. Scott Walker’s (R) much-discussed budget was a little-noticed provision to overhaul the state’s regulation of the beer industry. In a state long associated with beer, the provision will make it much more difficult for the Wisconsin’s burgeoning craft breweries to operate and expand their business by barring them from selling directly to restaurants and liquor stores, and preventing them from selling their own product onsite.

The new provision treats craft brewers — the 60 of whom make up just 5 percent of the beer market in Wisconsin — like corporate mega-brewers, forcing them to use a wholesale distributor to market their product. Under the provision, it would be illegal, for instance, for a small brewer located near a restaurant to walk next door to deliver a case of beer. They’ll have to hire a middle man to do it instead.

The Wheels on the Bus Go Ka-ching! Ka-ching!

Last week, Florida Gov. Rick Scott (R) — buoyed by legislators who received hundreds of thousands of dollars of special interest cash — signed into law legislation that would dramatically expand access to school vouchers, which funnel taxpayer dollars into private schools. Scott is doing this despite proposing nearly $3 billion in cuts to public education, meaning that he is essentially transferring money from public education to private education.

Republicans have spent this week trying to downplay the notion that Democrat Kathy
Hochul’s upset victory in this week’s special election in New York’s 26th Congressional District was a referendum on the Medicare-ending Republican budget. First, they blamed Tea Party candidate Jack Davis for splitting the conservative vote, but as The New York Times’ Nate Silver, Slate’s Dave Wiegel, and others noted, the math shows it’s highly unlikely that Republican Jane Corwin would have won even without Davis.

The Right’s Guff

The cycle of over-reach and backlash is in over-drive these days—with significant implications for the 2012 presidential election. In pivotal swing-states where voters narrowly elected Republican governors in 2010—like Florida and Ohio (with 47 electoral votes between them)—evidence of buyer’s remorse is piling up fast.

The latest sign: on Tuesday, Alvin Brown became the first Democrat elected mayor of Jacksonville—Florida’s largest city—in 20 years.

Just seven months ago, Republicans swept the Sunshine State with Tea Party-backed candidate Rick Scott winning the governor’s office with a 1.2 percent margin of victory.

But instead of consolidating support by reaching out and winning over the reasonable edge of the opposition, as popular past Republican governors like Jeb Bush and Charlie Crist have done, Scott continued with his campaign posture of refusing to talk to the press. He canceled a $2 billion federal high-speed rail project and is seeking to delay (and functionally deny) implementation of an anti-gerrymandering reform ballot referendum overwhelmingly passed in 2010.

Now Rick Scott finds himself the least popular newly elected governor in Florida history. It’s not just a matter of the honeymoon being over—this looks like a drunken Vegas marriage heading for a shotgun divorce.

It’s enough to drive you crazy, if you let it!

From TALKING POINTS MEMO:

The GOP continued its bloody walk into the Medicare buzzsaw Wednesday, when 40 out of 47 Senate Republicans voted in support of the House GOP budget, and its plan to phase out and privatize the popular entitlement program.

The test vote failed by a vote of 57-40. But the roll call illustrates that Medicare privatization — along with deep cuts to Medicaid and other social services — remains the consensus position of the GOP despite the growing political backlash against them.

Voting with all of the Democrats against debating the plan were Sens. Scott Brown (R-MA), Olympia Snowe (R-ME) — both 2012 incumbents — along with Sens. Susan Collins (R-ME) and Lisa Murkowski (R-AK). Rand Paul (R-KY) voted against it because it wasn’t radical enough.

Radical Engineering of an Apology

Newt Gingrich apologized on Tuesday to Rep. Paul Ryan (R-Wis.) for calling his Medicare plan “radical” and “right-wing engineering.”

Gingrich, who announced his presidential candidacy just last week, has come under fire in recent days for a series of missteps that some top Republicans believe have crippled his campaign right out of the gate.
