It was supposed to have been a big moment for Representative Michele Bachmann of Minnesota — headlining a Republican dinner in Des Moines, Iowa’s largest city, ahead of a potential presidential campaign announcement next month.

Then a late vote in Congress kept her in Washington last night and a political shadow appeared, as Sarah Palin announced a multiday East Coast campaign-style bus tour that will kick off with a May 29 appearance at a motorcycle rally for veterans in Washington.

In 1993, when Congress strongly resisted President Bill Clinton’s attempt to end the U.S. military’s ban on gay service members, Gen. Colin Powell, then the top military officer, helped broker a compromise policy that came to be known as “Don’t Ask, Don’t Tell.”

Wednesday, Powell joined the Pentagon’s current leadership, Defense Secretary Robert Gates and Adm. Mike Mullen, now the nation’s top officer, in urging the policy’s repeal, saying that “attitudes and circumstances have changed.”

They have indeed.

At a briefing with conservative bloggers held at the Heritage Foundation today, Rep. Michele Bachmann (R-MN) articulated “the way forward for conservatives.” Bachmann’s strategy consisted of defeating Democrats in 2010, defunding the left and passing a series of “repealer” bills:

BACHMANN: We have to defund the left. And this is great. Gallup came out with a poll, I think last week or the week before, that said the American people believe that Congress wastes 50 percent — 50 cents or 50 percent of every dollar it spends. God love the American people. They get it. They understand the truth that actually there’s huge waste. So we defund that but then the third thing that we do, which you’re getting into with economic development, is we have to after we defund the left, we pass repealer bill after repealer bill after repealler bill. Because there’s a huge machinery that’s been built up in this town. And we have to just repeal it. And we have to campaign on that to the American people. That is a hugely winning message right now with the American people.

The House and Senate lack the votes to pass President Barack Obama’s healthcare reform proposals, Republican leaders said Sunday, urging the president to “reset” the national health debate.

House Minority Leader John Boehner (R-Ohio) confidently predicted Sunday that the healthcare bills currently before Congress would not survive, while his Senate counterpart warned against using a procedural maneuver to try to force any health bill through Congress.

Republicans in Washington are offering up some of the strongest language yet in their efforts to distinguish themselves from the 5-month-old Obama administration’s economic policies.

Last week, House Minority Whip Eric Cantor said Obama’s handling of the faltering U.S. auto industry is “almost like looking at Putin’s Russia.”

That came as Rep. Mark Kirk (R-Ill.) was drawing heat from Democrats for saying that he told Chinese leaders that “the budget numbers that the U.S. has put forward should not be believed” and that Congress would spend more than what is contained in the budget.
