The abrupt change in News Corp’s tactics as [it] tries to bring some semblance of control to the maelstrom it is experiencing in the UK hints at a longer-term problem for Rupert Murdoch and his succession plans.

On Wednesday News withdrew its undertaking to spin off Sky News from BSkyB enabling the UK government to refer its proposed bid for the pay television operator to its Competition Commission and ensuring that any final decision on the bid would be deferred for at least six months and probably closer to a year.

That appeared designed to avoid any immediate decision on the bid within an atmosphere of extreme hostility towards News and therefore to preserve the potential for another tilt at BSkYB once the heat eventually dies down.

Thursday morning in Washington began with what has become a yearly ritual. The executives from the big five oil companies got to answer questions about their government subsidies in the wake of huge quarterly profits.

Senate Finance Committee Chariman Max Baucus wanted to know exactly why the “Big Five” felt they should continue to get $4 billion in taxpayer subsidies while enjoying profits of $31 billion during the first quarter of 2011 alone.

While many reports will make note of the hearing’s circus atmosphere that included Sen. Orrin Hatch’s unveiling of a picture of a dog sitting on a pony after saying he didn’t want the hearing to be about cheap political stunts, there was some actual tension in the room that didn’t require any stunts to feel.

The Oily Show

Democrats are pushing hard on ending tax breaks for oil companies, linking the issue to the deficit and high gas prices, which have boosted profits in the industry to new heights.

In a floor speech on Tuesday, Majority Leader Harry Reid (D-NV) said the Senate would target $4 billion in benefits for oil companies with the intention of using the savings to help address the nation’s growing debt.

“If we’re serious about reducing the deficit, this is an easy place to start,” Reid said. “It’s a no-brainer. Let’s use the savings from these taxpayer giveaways to drive down the deficit, not drive up oil company profits.”

That hasn’t stopped Democrats from making Angle the star of their story about the 2010 elections — a saga of tea party activists saddling the GOP with candidates that even an angry electorate can’t possibly send to Washington.

Oldfartisanship

The Senate turned back an effort by Sen. John McCain (R-Ariz.) Thursday to put 6,000 more security troops on the Mexican border, as Democrats instead suggested that President Obama’s proposal for an additional deployment of a temporary, 1,200-person force was sufficient for now.

The McCain measure, which needed 60 votes to be considered approved, fell short on a 51-46 vote as part of the Senate’s broader consideration of a $59 billion spending bill that funds the troop surge into Afghanistan and other emergency measures. The border-security battle has become the most politically contentious issue surrounding what has otherwise become a routine passage of the war supplemental bill.

The Wizards of Oil

Three major oil industry executives agreed on one thing in a pair of Senate hearings Tuesday: Someone else was to blame for the drilling rig accident that triggered the massive oil spill in the Gulf of Mexico.

The senior executives from the oil behemoth BP, the offshore oil drilling company Transocean and the oilfield services contractor Halliburton pointed fingers at each other in seeking to explain what caused the accident that set afire and sank the Deepwater Horizon rig, killing 11 people.

BP blamed the failure of Transocean’s blowout preventer and raised a new question about whether Transocean disregarded “anomalous pressure test readings” just hours before the explosion. Transocean blamed decisions made by BP and cited possible flaws in the cementing job done by Halliburton. And Halliburton said that it had faithfully followed BP’s instructions and that Transocean had started replacing a heavy drilling mud with seawater before the well was sealed with a cement plug.

Omni-fuss Over the Omnibus

From Politico:

After an angry, swearing late night meeting among top Democrats, Congress voted Friday to give itself another five days to try to complete a long-overdue omnibus spending bill that had become a growing embarrassment for party leaders and President Barack Obama.

Senate Democrats had abruptly pulled back Thursday night after finding themselves one vote short of the 60 needed to cut off debate. The action infuriated Speaker Nancy Pelosi so much that the California Democrat wanted to abandon the $409.6 billion measure and instead push through a stripped-down continuing resolution to keep the government operating through Sept. 30.

Senate Majority Leader Harry Reid (D.-Nev.) and his deputy, Majority Whip Richard Durbin (D.-Ill.) were called to Pelosi’s office late Thursday night and ultimately prevailed in their argument that Democrats should try to salvage the bill, which includes critical spending increases for vital agencies. But the heated, sometimes profane, exchanges were described as “ugly” by Democrats on both sides of the Capitol. Staff, kicked out in the hall, could hear the yelling, and Pelosi herself seemed a little abashed the next day, joking that nothing her leadership could say to her now would match the night before.
